Job DescriptionSummary Description:Under the direction of the Director of the Division of Transportation Services (DOT), oversees and coordinates the electrification of the DOT's school bus fleet; researches, assesses and implements best practices, updated industry standards, emerging technology and innovation, and sustainability efforts to enhance the electrification project and ensure a safe and timely turnover of 1,300 diesel buses to electric vehicles; coordinates with vendors for on-site training and implements training for transportation staff including supervisors, bus operators, and fleet maintenance staff; designs, develops, and facilitates in-house training opportunities in both classroom and behind-the-wheel settings for bus operator candidates, supervisors, and fleet maintenance staff; regularly obtains and assesses data related to running electric buses in one of the nation's largest fleets for short and long-term planning, sustainability, and to meet the needs of the district. Establishes and maintains operational processes that ensure support for day-to-day electric vehicle operations, charging stations, data and diagnostic computer and web-based applications, and other related infrastructure. Work involves considerable contact with supervisory personnel, bus operator candidates, bus operators, fleet maintenance staff, vendors and contractors, and the school community. Collaborates with key stakeholders including division staff, central services staff, school-based staff, as well as approved vendors to develop and implement innovative and sustainable electric vehicle management solutions. Supervises and coordinates fleet maintenance mechanics and certified technicians at five shop locations on three shifts to work on, decommission, and make recommendations for repair and maintenance of electric vehicles, according to industry regulations and standards. Compiles data essential to recommend future procurement of electric vehicles and parts to meet sustainability and compliance guidelines governed by federal, state, and local governments including the Montgomery County Board of Education. Recommends fiscal and budgetary needs and recognizes implications as they relate to student transportation, fleet maintenance, and sustainable practices. Physical Demands: Ability to meet prescribed pre-employment and annual physical examination and testing requirements for bus operator I. Special Requirements: Must be willing to work irregular hours during peak periods and emergencies. Must maintain certification as a Maryland school bus operator. Reporting locations may vary. Can be assigned to single or multiple locations in any area of the county and may change as needed Knowledge Skills Abilities:Ability to read and interpret service manuals and schematic diagrams. Ability to identify and communicate mechanical and electric vehicle issues in the event of an emergency. Knowledge of standard practices, tools, materials, and equipment used in the repair and maintenance of electric school buses. Working knowledge of hardware and software integration relative to electric bus fleet management. Ability to communicate with vendors to diagnose software and hardware issues. Thorough knowledge of electric school bus vehicles of various styles, sizes, and types, charging stations and infrastructure, and all related equipment required to operate an electric vehicle fleet. Familiarity with Microsoft Office (Outlook, Word, Excel). Ability to establish and maintain effective working relationships as necessitated by work assignments. Knowledge of the occupational hazards and safety precautions of automotive equipment repair work, large-scale shop operations, and electric vehicle infrastructure. Must be able to evaluate and understand data to assess effectiveness of electric vehicles, training, and ability to redirect efforts. Knowledge and application of the MCPS Professional Growth Systems (PGS) including the Supporting Services Professional Growth System and the Administrative and Supervisory Professional Growth System. Education Training Experience:Bachelor's degree or equivalent required. Coursework in transportation, defensive driving, driver safety training, staff development, and electric vehicle training required. Continued training to maintain and obtain new licenses and certifications to work on or manage electric vehicles and electric infrastructure required. Other combinations of applicable education, training, and experience which provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered. Training for electric vehicles, charging infrastructure and overall fleet safety for student transportation desirable.Certificate License:Possession of or ability to obtain a Maryland Class B Commercial driver's license (air brake, passenger and school bus endorsements), or equivalent. Possession of or the ability to maintain a Maryland State Department of Education Certificate to train school bus personnel. Possession of or the ability to maintain certifications related to working with electric vehicles (school bus and white fleet).
